This monograph is based on interviews with David Galula's surviving family and friends as well as archival research. It places Galula's two great books in the context of his exposure to Mao's doctrine of revolutionary warfare in China, the French Army's keen interest in counterinsurgency in the second half of the 1950s, and the transmission of French doctrine to the U.S. military in the early 1960s. It also discusses home-grown American counterinsurgency pioneers like General Edward Lansdale, who promoted Galula's American career and encouraged him to write a book. It details the counterinsurgency fever of President John F. Kennedy's administration, a nearly forgotten episode. Galula died in relative obscurity at the age of 49 in 1967. He had the odd historical luck of not having been a part of the counterinsurgency fever of his day, but of ours instead. Both those who think counterinsurgency has been embraced uncritically and those who think it has not been followed enough will find intellectual ammunition in Galula--and food for thought in the relationship of his ideas to his time.

Given the influence of David Galula's work on modern COIN doctrine and thought, in particular the US Army/USMC FM 3-24, an examination of his work or a deeper understanding of the circumstances that informed his work is of interest to those with a professional interest in COIN theory. Marlowe's paper on Galula is largely biographical in nature and offers interesting background in describing aspects of French and US military and COIN-related thought of the era (including the influence of personalities such as Lansdale, Aussaresses and Trinquier), but offers surprisingly little examination (five or so pages) of his experience in Algeria which informed his influential Pacification in Algeria, 1956-1958. If you are interested in a critical examination of Galula's professional experience Galula in Algeria: Counterinsurgency Practice versus Theory (Praeger Security International) will be of more interest. A significant distraction of the Kindle edition is somewhat haphazard editing/formatting, but at least the price is right - in summary, it is a short, readable and informative summary of David Galula's career and influences for those with an interest in COIN theory, but not an essential complement to either of his key works.

Ann Marlowe, David Galula His Life and Intellectual Context (Washington SSI Monograph, 2010). Calling Galula a “theoretical genius” for his accent on population centric warfare (“The population had to be protected, controlled, won over, and isolated from the rebels.”) and his emphasis on strong, honest, efficient administration, one which balanced the use of “the carrot with the stick.” Born into a Jewish family in Tunisia (who had been there long before colonization by the French), moved to Morocco, educated in France at St. Cyr, served the Vichy French, then the Free French, posted to China (he was an early student of Mao’s theories and practices), married an American diplomat, served in Greece and later Algeria (as a captain, then major), retiring from the army in 1962 and then serving as consultant to NATO, U.S. military/RAND corporation and others. Reborn in U.S. Army Field Manuel 3-24 (COIN) of 2006. Wrote The Tiger’s Whiskers under the pen name Jean Caran in 1965 and was the basis for the character “Jean Leone” in Seymour Topping’s 1999 novel, The Peking Letter. The author tells a very interesting story in a forthright and engaging manner.
